Businesses exist to generate revenue (private) or provide services to citizens (public). The notion of separation of "business" and "IT" as separate within the operations of any public or private entity needs to cease. Everything should be committed to the meeting particular goal of the company or organization. As Chris Potts illustrates in his book FruITion: IT is not a separate business and if it operates as a separate business then it should be a business operation that is competed and contracted for the best value.
